Creating a library culture

THE news from the library front in Karachi will not cheer the bibliophiles. The plan for a library, that had been promised way back in 1991 by mayor Farooq Sattar who had earmarked for it a three-acre plot of land in Gulshan-i-Iqbal near the Nipa Chowrangi, has now been dropped.

A hospital is to be built there instead. Fifteen years ago, a lot of fanfare had attended the launching of this scheme that was to be designated a city library. Architects were invited to submit designs for this institution and three entries were selected for prizes worth Rs 100,000. The building plan was approved.

Globalisation and languages

AT A conference on elementary education organised recently by the Sindh Education Foundation in Karachi, an issue which came under discussion was that of globalisation and language. In his well researched and enlightening presentation, Dr Tariq Rahman, professor of sociolinguistics at the Quaid-i-Azam University, Islamabad, pointed out the snags in Pakistan’s language policy in education. He also explained how globalisation was affecting the state of languages all over the world.

Quoting Dow Templeton Associates, he said, “English will become the universal language and capitalism will become the dominant social system.” Dr Rahman continued, “If this vision comes true, most languages will die and English will be the great ‘killer’ language. It is already moving towards that role.”

How expatriates can help

THE Pakistan Centre for Philanthropy (PCP), set up in 2001 as a non-profit support organisation to facilitate philanthropy, has published a report titled Philanthropy by the Pakistani Diaspora in the USA. Based on a survey it conducted in North America in which 631 Pakistani expatriates participated, this report confirms some trends that have been observed over the years.

It also makes some recommendations, though it is not at all clear if the obstacles faced in channelling philanthropy into an institutional charity in Pakistan can be overcome very easily.

Let us take the findings first which have been reported in more generous terms than how they emerge when read with a measure of objectivity. The PCP report describes the Pakistanis in North America — mainly professionals, quite a few being physicians and surgeons — as a “generous, giving and active community”. They donate 250 million dollars in cash and kind every year apart from 43.5 million hours of volunteered time which is given the monetary value of 750 million dollars by the PCP.

Creating hope for education

THE challenge of providing education to each and every child in Pakistan is so enormous that it is difficult to be hopeful about achieving the Dakar Education Forum’s target of education for all and the millennium development goals that seek to have every child enrolled in school by the year 2015.

More disturbing is the fact that the government, whose responsibility it is to ensure universal primary education, has virtually abdicated its role.

Having contrived the concept of public-private partnership, our rulers have left it to the private sector, mainly in the form of entrepreneurs, NGOs, CBOs and civil society organizations, to fill the vacuum so created.

Early learning in mother tongue

ON October 22, the federal education minister, Lt Gen (retd) Javed Ashraf, made a presentation on the “Education scenario in Pakistan” to the president and prime minister. At this meeting some key decisions were taken that were communicated by the prime minister’s secretariat to the federal education ministry for onward transmission to the provincial education departments to ensure their implementation.

These decisions, marked as “top priority”, reached various sections and departments concerned with education in Sindh on Dec 21. Some of these decisions have far-reaching significance, that is if they are actually translated into reality. Others will not have the desired impact — in fact they will have negative repercussions — because they are unscientific, unnatural and go against the basic mental development of a child.
